The expansion of electric vehicles in Russia against the backdrop of sustainable development priorities

Abstract:

Decarbonisation of the economy as a global trend of sustainable development has resulted in the change in attitudes towards the development of economic sectors: approaches are being revised in favour of using resource- and energy-efficient technologies. Often, such changes are not comprehensive, but relate to individual areas, what produces little impact in terms of the transition to sustainable development. An example of such changes is the policy pursued in the field of electric transport. The purpose of the article is to develop recommendations for the decarbonisation of electric transport from the standpoint of stimulating the economy of sustainable development. The methodological basis of the study consists of the concepts of sustainable development and circular economy, systems approach. The research relies on a set of general scientific methods, including analysis, generalisation, and systematisation. The evidence comes from the Federal State Statistics Service and Ministry of Economic Development of the Russian Federation, federal regulations, includes data of International Energy Agency and expert estimates. The analysis demonstrates that high energy and resource intensity of technologies used in electric vehicles exerts a strong negative impact on the environment. The paper suggests a conceptual approach to forming a closed-loop cycle of electric transport functioning, which implies the creation of a unified system for collecting used batteries, reusing them, recycling them in order to isolate individual elements and involve them as raw materials into a new battery production cycle. The results of the study can be used as a basis for introducing regulations on the development of electric transport.
