Cybersecurity in the system of the national security priorities

Abstract:

Currently, a comprehensive approach to forecasting and system neutralisation of cyber threats, which allows for their cross-border nature and impact on economic development, is found lacking. The paper purports to develop a model for assessing the emerging cyber threats and determining the managerial actions on ensuring the cybersecurity of the national economy. The methodological foundation of the research is comprised of the cindynic approach that considers risks and threats in a coordinated fashion, as well as the propositions of the theories of national and economic security. The methods used are economic statistical analysis, causal analysis, risk management matrices, comparative cross-country analysis, and logical mathematical modelling. The evidence base includes the data of the UN, the World Economic Forum, the Federal State Statistics Service and the Ministry of Internal Affairs of the Russian Federation, the Bank of Russia, analytics agencies, as well as the 2025 opinion poll results. The paper finds the cyber threats to be the key factor in the sustainable economic development; presents an original model for assessing cyber threats and making managerial decisions on maintaining the cybersecurity of the national economy. The paper extends the theory of national and economic security by introducing a formalised cyber risk assessment model. The practical significance of the study lies in the possibility to apply the suggested tools during the preparation of strategic planning documents, composing sets of cyber resilience indicators and creating platforms for cyber risk monitoring.
