Russian Model of Pairing Academic Performance and Educational Potential of Regions

Abstract:

The new industrialisation of Russia requires the creation of jobs with efficient and well-paid labour, which implies both developing the existing approaches to the formation and use of human capital and generating new ones. The locomotive in this matter should be the Russian higher education. The paper examines to which extent the educational environment of the Russian regions is ready to such changes. In line with this, the authors pair academic performance of regions in the field of economic science and their educational potential and demonstrate that this model has the traits of inefficiency, when only 12% of the country’s regions generate scientific results that are relevant to their scientific and educational potential. The core of effective regions is gradually shrinking, while the scientific-educational periphery is expanding. The authors prove the thesis about the need to adjust current scientific-educational strategy of regional development.
