Efficiency Evaluating of Forest Land Use in a Region (Case of Sverdlovsk Oblast)

Abstract:

The paper focuses on the development of propositions about evaluating the efficiency of managing land resources of forest complex. It elaborates on the main approaches to determining the efficiency indicators of the forest sector, and various types of efficiency: production-economic, environmental and social. The authors formulate the evaluation principles, justify the system of performance indicators, and present an organizational-legal mechanism for managing forest land. Having examined the implementation conditions of an investment project concerning land and forest use they suggest a spectrum of events to be introduced into the Forest plan of the Russian Federation. On the basis of systematization of the key players in the forest sector of economy the authors arrive to the conclusion that the efficiency of forest resources management should be considered through the ratio of total costs to benefits of its main players (the state, local community and the business).
