Abstract: The actual amount of money that is spent on a target program often does not correspond to what was planned initially. At this cutting the costs on its implementation can be done through identifying the reserves of efficiency at all levels. The authors believe that integration of measures from related programs may become one of such reserves which will allow avoiding duplication and reduce the costs per unit.
