Abstract: The rationale for the development of regional securities markets as a mechanism for attracting investment is provided. The current state of the securities market in Irkutsk oblast is analyzed. The content of Russia’s commitments taken under the WTO in the area of financial services in the securities market is examined. The authors evaluate the effects of Russia’s accession to the WTO for the economy of the Irkutsk oblast in the direction of the securities market.
