Shishkina, Ural State University of Economics, Ekaterinburg, Russia Abstract: Intensified adverse impact of external environment factors on the internal condition of territorial socioeconomic systems underscores the relevance of refining the strategic planning with the focus on the sustainable development. The paper seeks to justify the directions for incorporating theoretical and methodological developments on municipalities’ economic well-being into the strategic planning process in Russia. Methodologically, the research relies on the concept of territory’s economic well-being, theory of strategic planning and management, the systems approach. The methods are structural- logical and comparative analyses, synthesis. The study reveals a range of reasons complicating the strategy formation under the turbulence: institutional (incompleteness of the legal status of municipal strategising), information-statistical (increasing limitations of municipal data), and methodological (gross measures narrowly stimulate actual improvement in the quality of meeting “local benefits and needs”). The paper validates the necessity of changing the concept of municipal governance from the extensive one to the one relying on economic well-being. In addition, the findings contain the directions for integrating the elements of the economic well-being concept in the strategising cycle, including the modification of SWOT, PEST analyses, the goal-setting transformation, usage of the four subindices in the system of target indicators, and the dual monitoring system. The suggested tools and the conceptual model hold the potential for overcoming the identified problems of municipal strategising and may underlie further applied research. The results can be used to improve the methodological guidance for municipal strategic planning as well as in the activities of local governments.
