| Institutional Changes in the Public Services Production: The Theory and the Formulation of the Research Task |

Authors: Yevgeny A. Kapoguzov Abstract: The paper aims to formulate the research problem of evaluation and efficiency of institutional changes in production of public services. Applying the propositions of neo-institutionalism the author develops a methodological approach for determining the efficiency of institutional changes and gives a brief description of publications devoted to the evaluation of the efficiency of institutional changes. The paper describes the main parameters of the research task related to evaluating of the efficiency of institutional changes and emphasizes the importance of a quantitative evaluation of efficiency in terms of outcomes and impacts. Based on the experience of the research conducted at the end of 2016 in Omsk, the author proves the importance of social control to promote the efficiency of the activities of actors in the production of public services.
