Development of Social and Utility Infrastructure of a Region: Ontological, Institutional, Informational Aspects

Abstract:

The article specifies the place of utility and social infrastructure in the economic system of society, systematizes its basic characteristics and concepts. It studies the processes of institutionalizing of the so‑ cial and utility infrastructure system in modern economy. The authors highlight the importance of build‑ ing an integrated information system that allows getting data to align strategic and tactic management decisions. Having analyzed the statistics concerning the state and development dynamics of the housing and utilities of Sverdlovsk oblast for 15 years, the authors identified main problems in this sphere, in‑ cluding an increase in the total area of residential premises in cities and towns combined with ongoing deterioration of the premises; difficulties with connecting new houses to existing utility infrastructure (infill development); a growing need for improving housing, social facilities and road infrastructure; poor regulatory framework for governing the upkeep and maintenance of objects of utility and social infrastructure; rising debt of the population for housing and communal services, the prices of which con‑ tinue to grow. The problems listed above should be undoubtedly solved in the course of the state reforms of utility and housing sphere and the system of their capital repair
