Import Substitution of Institutions: A Crucial Task in Ensuring National Security

Abstract:

The paper focuses on the issues related to import substitution of institutions in contemporary Russia, in particular, in the sphere of economic policy, technological policy and some others. Some examples are given to illustrate probable factors behind this process and key barriers, which can be encountered. The principal directions for import substitution of institutions include political institutions and foreign policy, financial institutions and monetary policy, science and education management institutions and technological policy, economic knowledge reproduction institutions and economic policy. The author grounds the conclusion that Russia faces the need to carry out import substitution of the key institutions of economic policy, which, being followed, adversely affect the trajectories of economic dynamics and serve not national interests, but the interests of Russia’s global rivals in world economic space.
