Participation of the Services Sector in the Development of the Global Value Chains

Abstract:

The article analyzes the impact of the concept of global value chains on the methodological approaches to collection of statistics on international trade in services. The author compares the approaches to the collection of traditional statistics for services sector reflecting the data from balance of payments, statistics from national accounts and statistics of trade according to the added value which is presented within the TiVA project. The paper shows the role of services both in the development of international service networks and global manufacturing and stresses the importance of logistical infrastructure for increasing a country’s participation in the global value chains. The author looks at the benefits for countries derived from participation in global value chains in services. Finally, the recommendations are given on how to improve the efficiency of Russia’s participation in value chains, particularly, this can be done through the development of infrastructural sectors of services and competent application of such significant trade and political mechanism as creation of free trade zones. The article considers the benefits for the country to participate in the service GVCs, gives some recommendations on Russia’s participation in the value chains.
