Abstract:

The paper stresses difficult situation prevailing in the economy of the Stavropol kray and points to a number of crisis measures taken by regional authorities. Particularly, the article discusses budgetary measures of loan support of agro-industrial sector of the region targeted at replenishment of working capital of agricultural producers during seasonal works as well as attraction of investment resources to the sector in order to fuel its economic growth. The paper analyzes the changes introduced into federal regulations prescribing financial and lending mechanisms of interaction between the state and the agricultural producers. Finally, the author suggests measures on improvement of banks’ loans on the basis of consolidation of small agricultural producers what will generally contribute to the creation of a competitive sector in Russia.
