Abstract: The article considers the legal framework of formation and preparation of the personnel reserve of the state civil service of the Russian Federation; identifies and assesses legal and methodological shortcomings of work with the personnel reserves. A set of measures is proposed that aims at improving the formation and preparation of the personnel reserve.
