Reproduction of Research and Engineering-Technical Personnel as the Leading Factor of Innovation in Russia

Abstract: The article looks at the factors constraining the development of innovation economy in Russia, the most important of which is the inability to create advanced manufacturing technologies and breakthrough innovative products in conditions of emerging and rapidly developing degradation of the country’s scientific and technical potential resulting from the reduction in the number of research organizations, the outflow of highly skilled research and technical personnel from the scientific sphere, shifted priorities in the reproduction of the intellectual capacity from technical and natural scientific disciplines to humanities and social disciplines, imbalances in the structure of funding of fundamental and applied research. In addition, the paper proves the influence of the process of reproduction of research and engineering staff on the formation and development of innovation economy in the country.
