Potential of the New Industrial Modernisation: Approaches to Definition and Regional Economic Evaluation

Abstract:

The paper systematizes the views of the Russian scientists, who study new industrialisation, on the problems of identifying its potential and potential of the new industrial modernisation. On the basis of the methodological approach the author identifies the economic essence of the concept “potential of the new industrial modernisation of a region”, studies the methods of identifying and examining the potential of the new industrial modernisation. The author suggests her own definition to the concept “potential of the new industrial modernisation of a region (macro-region)”. According to the author, the realisation of the potential of the new industrial modernisation should result in technical modernisation of traditional sectors of the regional economy and development of new high-tech industries related to the fifth and sixth technological modes. Having scrutinized the research on problems of evaluation of a territory’s (region’s )potential, the author identifies four main components in evaluation of potential of the new industrial modernisation, namely, production-related, scientific-technical, personnel- and investment-related. Finally, the paper presents a list of indicators for identifying the potential of the new industrial modernisation.
