Institutional Harmonization of Efficient Resourcing of Regional Economy

Abstract:

The article provides conceptual bases for forming a harmoniously developing institutional environment, which is capable of establishing necessary objectives to the practice of designing regional strategies targeted at resourcing the modernization processes. The authors justify their treatment of the concept “efficient resourcing of regional economy”, and present the results of strategic diagnosing of the determinants of efficient resourcing of regional economy methodologically based on G. B. Kleiner’s conception of the necessity of comprehensive interrelated development of object, environment and control subsystems. In addition, the paper validates the idea about structural-dynamic harmonization of institutional matrix of regional development, the model for which is given as a balanced system of political, ideological and economic institutions that shape the environment, which stimulates balance and harmony of resource flows to attain regional objectives. The paper draws a conclusion that the efficient resourcing of regional economy is possible through the development of institutional matrix as a harmonizing integrator that ensures the involvement of resource potential of territories into modernization processes.
