Strategic Planning and the Legislation on the Development and Support of Small and Medium-Sized Entrepreneurship

Abstract:

The adoption of the Strategy for development of small and medium entrepreneurship in the Rus‑ sian Federation until 2030 marks a qualitatively new stage of this direction in the state socioeconomic policy. The paper proves that the most important feature and the advantage of this stage is the integration of the policy of small and medium entrepreneurship development and support into a unified system of the national strategic planning. However, the authors point to that using the created opportunities re‑ quires a series of economic, institutional and legal prerequisites. According to the authors, these prereq‑ uisites include the need for substantial updating of the legislative base. It is concluded that such updating is to overcome all failures of the current legislation and ensure the compliance of the legislation with the requirements of improving the efficiency of this direction of the state economic policy and increasing the contribution of small and medium-sized businesses to modernization and stable development of the Russian economy as well as economy of its regions
