Abstract: The article analyzes the role of employers in Russia’s pension system. Having examined the revenue sources of budget of the Pension Fund of Russia (PFR), the author identified and investigated major factors influencing the growth of obligatory payments into the PFR budget. The paper reveals key reasons behind decreasing revenues of the Fund. Finally, the author proves the necessity of reinforcing insurance elements in the Russian pension system.
