Improving State Regulation of Private R&D to Promote Innovative Growth

Abstract:

The paper presents systematized critical assessments of various methods and mechanisms of state stimulation of research and development in foreign countries and the Russian Federation. It explores the issues of evaluating the efficiency of regulation of innovation activities and, in particular, tax incentives for R & D and, as a result, suggests adjustments to the procedure of determining the limits for such evalu‑ ation. A set of proposals is formulated on the improvement of R & D tax incentives in Russia. Particularly, the article puts forward the proposals concerning corporate income tax and accompanies them with financial-economic calculations to justify changes in corporate taxation. It is proposed to reduce the tax rate on the profits earned from sales of goods produced with the implementation of the R & D results and innovative technologies provided they are registered as objects of intellectual property. Finally, the au‑ thors outline directions for applying a multiplier to expenses on employee training (which are included into tax base by organizations) allowing for differentiation in levels and programs of training
