Network Readiness Index of the Federal Districts of Russia

Abstract:

The article deals with an important problem of economic development of territorial entities of the Russian Federation, particularly, with designing tools to assess their readiness for network economy. The article considers the specifics of development of the network readiness index for Russia’s federal districts using the indicator of INSEAD, an international business school, adapted for the Russian statistical reporting system and provides rationale for the authors’ position concerning its content. The existing approaches to the assessment of network readiness of economy are analyzed as well as the key indicators determining the level of economy readiness for network type of organization are specified. The authors offer an approach which allows adequate replacement of a number of indicators from the international index obtained on the basis of expert estimates with the Russian statistical data, which describe the development of the information and communication technologies (ICT) in regions of the Russian Federation more profoundly. The methodological tools are tested at the example of eight federal districts of the Russian Federation. In addition, on the basis of the obtained assessments the authors make conclusions about priorities for network economy development at the example of regions of the Ural federal district.
