Assessing the Institutional Environment of Food Security

Abstract:

The article studies the impact of institutional change on food security system. It characterizes the criterion of food security institutionalization as a system of indicators reflecting interaction between business and the state in agricultural sector. The paper analyzes the peculiarities of the regional lawmaking practice concerning food security and specifics of introducing the procedure of the Regulatory Impact Assessment. It reveals the tendency of uneven reaction of the regional authorities of the Russian Federation to transformation of the institutional environment. While some subjects of the Federation have already introduced the definition of food independence into regional legislation, stated a target share of domestic (regional) food production and are actively using the procedure of the Regulatory Impact Assessment, the others are still lagging behind them in these issues.
