Indicators to Assess the Institutional Subsystem Influence on the Development of Single-Industry Towns

Abstract:

On the basis of the review of existing theoretical approaches the author’s own definitions of the concepts “single-industry town” and “institutional system of a single-industry town” are proposed. To assess the influence of institutional subsystem on the development of a single-industry town the author suggests indicators based on statistics, which take into account the specifics of a single-industry town structure (particularly, the presence of an enterprise vital to the economy of a town). The said system enables comprehensive evaluation of the efficiency of institutional renewal from the standpoint of maintaining a systemic socioeconomic development of a town. Indicators of the first level characterize the progress in development of the socioeconomic system as a whole, i.e. changes in labour productivity and population income caused by institutional transformations as well as the ratio between them; indicators of the second level – development of the structural elements of the socioeconomic system of a single-industry town brought about by institutional changes.
