The Innovation-Oriented Model of Oil and Gas Complex Development of Provinces at Final Stages of Development

Abstract:

Within the provinces at final stages of development of hydrocarbon fields, it is necessary to improve organizational-economic mechanisms of management of oil and gas complex. The author conducted a comparative analysis of innovative development of oil and gas industry in different countries and pointed to low level of utilization of new technologies in the Russian production. The paper reveals a burning need for switching from the use of “raw” qualities to “developed” ones, which are underexploited in the system of domestic vertically integrated companies. To overcome the crisis the article recommends applying cluster approach to development of oil and gas complex. It validates the process approach to formation of the Caspian regional economic cluster in the North Caucasus region. The author proposes an innovation-oriented model of oil and gas complex development that takes into account the specifics of the state of raw material base of oil and gas provinces at the final stages of the development at the example of the South of Russia. The author argues it is better to start structural transformations in oil and gas industry with the introduction of innovative methods and technologies.
