Abstract: The article investigates particularities of behaviour and relationships of participants of non-cash retail payment system in Russia. It studies the main factors inhibiting the development of this system: high cost of acquiring; high risks associated with safe use of bank cards as a payment tool; transfer much of the responsibility for the loss of funds to cardholders etc. The author concludes that it is necessary for the state to more actively use the methods stimulating creation and functioning of the retail payment system with involvement of bank cards.
